Why can't blood elves males be bald, but void elves can?

Hi,
I just think a bald head would complement the "jay Leno" chin of the blood elves males way more than most haircuts. I also don't see why void elves can be bald and blood elves can't. I understand some of the void elves haircuts with tentacles and stuff being just for them.
